 Abstract

The article discusses the need for amendments to the Federal Law “On Alternative Civil Service” dated July 25, 2002 no. 113-ФЗ, analyzes the most problematic aspects of this regulatory legal act. It is noted that certain provisions of the Law require revision. Proceeding from humanistic ideas, the Law proposes to fix the rules on the possibility of sending citizens to alternative civilian service in the Armed Forces and other military formations only with the consent of these persons; to exclude the priority of alternative service outside the subject of the place of residence; consolidate the possibility of filing an application for the replacement of military service during military service; eliminate the existing deadlines, because beliefs can be formed both in a year and in a month. The article pays attention to one of the most controversial provisions - the term of alternative civil service, which has the nature of a sanction. Many provisions of the Law are compromise, but changing world practice and people's worldview makes it possible to make the necessary changes to the legislation on alternative civil service.
